There are lots of options for open source OSC communication packages
... I've found them in the past during some collaborations with folks
using MAX/MSP and Supercollider. OSC is pretty simple, too; it's just
a data format over TCP, and a pretty trivial one at that! I'm sure if
you did some googling, you could find a C or C++ OSC package that would
be easy to integrate with any of the ARToolkit samples.

ps. As an example of how common OSC packages are, a quick google
search on "OSC Lingo" points me at a Director Xtra that implements OSC
(http://www.mat.ucsb.edu/~g.kling/OSC/oscar.html). Since we integrated
the ARtoolkit into Director (as part of an ARToolkit package called
DART), we could easily use OSC from there too.
That page also has pointers to other OSC projects; perhaps one of them
would be useful.
