Causal:

Industrialization is controlled by the Wheel of Industry located in the First World Bank. The total number of factories is controlled via the first deriative: the percent annual change in number of factories.


Observational:

Industry has many effects. Increasing allowable industrial waste induces more factory activity south of Downtown. Decreasing waste, decreases activity, and eventually leads to factory closure.

The wastes of industry also, of course, increase pollution.
