Unlike the phosphors on a TV, there is no persistence of light in the retina. At no time does the entire image appear on the retina. The laser is scanned point by point across the retina, but the image is built in the visual center of the brain (shown in yellow).

This animation shows an image from the VRD (right) being scanned point by point into the eye, and that information being passed back to the brain's visual center, where the entire image is formed.
