I don't know what a "data center" is, but any building which is going to
be home to programmers and computer users needs to ensure:

    Adequate power for at least two computers and a laser printer per office

    A robust (probably fiber-optic) network with LOTS of bandwidth

    Good air-conditioned, carpetless rooms for the server machines.

Other than that, I don't know what you'd need for VR specifically, except
more and bigger computers and networks!
