I am about to spend my departments money buying an SG machine (Maximum
Impact) for designing 3D worlds and simulations.  I therfore need a
lot of advice on what to buy.

I have to do two different tasks with this machine:

1)Take images from SVHS and rotoscope/edit/play with the footage (eg:
placing a 3d graphic of a Police vehicle in a street where it couldn't
possibly be, etc) then send the image back to video.

2)Design 3D worlds for training (VR immersion)

Question:

What software does this best (and not necessarily the cheapest)?

Background:

I and my colleague have seen Open Inventor and do not see a problem
with writing code for 3D models in this way.  However, I am unsure
that this can or is the best way of writing Virtual Worlds.

My job of deciding is made that bit harder as this solution must be a
"flexible" one, enabling the machine to be used for other things at a
later stage (quite possibly without futher funds available)

Please feel free to suggest anything or to ask any questions to
clarify my position.  Too much information is preferable to too little
at this stage)
