You might want to contact Robin Keesee.  He's a graduate of VT now at
the U.S.  Army Research Lab in Aberdeen Proving Ground, MD.  He
recently came back to tour labs and speak to the student chapter here
and he mentioned that his lab and associated contractors are working
on a device that allows full sim- ulation of running and walking for
dismounted infantry applications.  From talking to him, it sounds like
they're in the later stages of development and research with something
to be delivered and tested soon.  I don't know his email offhand, but
it should be in the latest HFES Directory.

It sounds like a lot of what you want to do could be done simply with
a Flock of Birds with one or two extended-range transmitters
(depending on how large a space you wish to allow users to explore).
Perhaps a Flock of Birds (or similar device) in combination with
something else would get you what you're looking for.
