EOG based systems have a fundamental problem with baseline drift. They
can be quite an effective technology for detecting eye-MOVEMENTS, but
there are substantial problems to be overcome before you can use them
as eye-POSITION transducers. Commmercial suppliers may calim that
they can be used for this, but if you want to know where someone is
looking in a scene (which I'd guess you do) I would suggest that you
examine the performance of any EOG sysem very carefully before you
buy.

I do have a contact with a British based company developing a low-cost
centre-of-pupil tracker based around some rather elegant holographic
optics that may suit your needs and those of others in this research
area. The product is not on the shelves, but close to
Beta-release. I'm not sure how much info. I can release at this time
so I'll check with the company and re-post what the status is.
