I bet the problem is with your server...This is the same problem that I ran
into....

Try this:

In my server directory, there is a directory called
                conf/

There is a file called
                mime.types

Add to it,

x-world/x-vrml                 wrl

The "wrl" refers to the file extenstion.  This line tells your server
that it is of type "x-world/x-vrml",
which is passed on to the browser visiting your website.

     If you are setting up a server to serve documents,
        then you also need to configure the server
     software to transmit the correct MIME type information.
        To set up the server software correctly,
     it is necessary to edit the configuration file.
        Presently, we have the following available:
       1.mime.types for NCSA's httpd,
        usually in /usr/local/lib/mosaic for UNIX httpd servers.
