I suspect the way something like this would have to be done would not be
to download the graphics.  Instead, one would have symbols (objects) to
represent files, systems,users, etc.. already on their computer.  Their
computer would scan the internet to a certain depth the map it using
these 3d objects.  One could then "enter" a system, which would then be
scanned.  Users could also be tracked in a similar way.  The trick would
be determining how to best scan the nearest network connections and to
avoid overloading w/ too many objects.  This is all a guess, and I'm no
expert, but I would see this as far more efficient.

One other problem is that text is not easily done in 3d...
