I have designed such circuits and I have a one design is freelly available
at http://www.hut.fi/Misc/Electronics/circuits/vga2tv/index.html

That converter has very simple electronics and needs special
drivers to work. I have used my VGA to TV converter succesfully
with DOS, Windows and Linux althought there is limited selection
of graphics cards and display modes supported.
