Frank,
We have worked with a tool that has been created by Fujitsu to do just this.
They have recreated entire towns in Japan using their software and
many photographs.  Let me know if you would like more information on it.

Note that we've created something slightly different for Intel as a
prototype of a real estate market sales tools which is more requires
less data creation.  It combines 3D, video and qtvr.  The URL is:
