There is an effort underway on the internet to develop a free,
portable, general purpose 6 degree of freedom 3D engine.  Led by
Jorrit Tyberghein, the project is called Crystal Space.  Information
including source code and preliminary versions of the executable may
be found at http://www.grimmware.com/CrystalSpace/ I keep up with
their mailing list and the plans they have would allow for interaction
via modem, on a network, or over the internet.  The current version is
0.6, with 0.7 beta available if you ask for it.  You might want to
check it out, or just bookmark it and check their progress later.
Although it does not involve commercial software such as Quake, this
seems somewhat pertinent to your question.
