Free... Well, if you aren't affraid to learn VRML 2.0, then you can
use several freeware tools such as spatch, or breeze designer to
export VRML 1.0, then add the interaction code by hand.

An older package is VR386, but that requires you to work completly by
hand, and feature wise it is pretty out of date, but I haven't really
been keeping up, so I could be wrong.

Oh, and a shareware package that is also a bit out of date now is
SuperScape.  I've never used this, but I think that it is all gui
driven.

I love this book, and it is a must have.  I'd buy it if I weren't so
cheap, and my library didn't have it.

My library also has this one, and I didn't like it.  It didn't teach me
anything new.  Stick to the other one.
