downloads for ARToolkit 3.11

Hi,

I want to use some of the features presented in magic paddle 
application. Since it is based on ARToolkit 3.11, does any one know 
where to download the source code for ARToolkit 3.11? I noticed that the 
current available version on the web is 2.65 for windows, so is version 
3.11 available for the public?
